On the website

Limits and terms
Steam Wallet funds cannot be withdrawn, transferred to another account or converted to cash. Valve may restrict an account that redeems codes from a mismatched region or shows suspicious activity. Some Steam features stay limited until an account has spent a minimum amount.
If the code does not work
- Check your store country under Account details
- Enter the code by typing it; avoid copying extra spaces
- If Steam says the code was already redeemed, check your wallet history
- Contact GiftQubes support with your order number and a screenshot with most of the code hidden
